Harrison County Supervisors Meeting April 11, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Deputy Auditor Elizabeth Lenz, Paul J. Rhoten, Rebecca Wilkerson, Jack R. Jones, Treasurer Shelia Phillips, and Conservation Director, Scott Nelson Bank Reconciliations Treasurer Shelia Phillips presented the March bank reconciliations for the Board’s review. Conservation Updates Scott Nelson presented the Board with some approximate figures for Phase II of the Harrison County Conservation Board’s project of building a new maintenance shop, demolishing the old existing maintenance buildings, grading of the site, a well, parking lot extension, and a roadway to the park road. Mr. Nelson presented the figures for the above work to be approximately $505,000 with a building size of 60’ x 120’. These figures are a maximum amount, and Mr. Nelson believes that these figures are on the high side. Mr. Nelson proposed that the project utilize monies from the original loan from the County of which $724,000 remains and is not part of the working FY budget. They are currently paying $100,000 a year in loan repayments from the revenues received. The current loan ends in June of 2028 but Mr. Nelson would like the loan to be extended to June of 2031. The Board discussed if the size of the building could be reduced and also if it would be possible to increase the yearly payments to at least $150,000.00. Mr. Nelson stated that the size could be reduced but that the larger size would allow other county entities to store trailers and other items in the shed. In regard to the yearly payment, Mr. Nelson would like to be able to pay as much as possible but wanted it to remain at $100,000 in case they had a year in which revenues were not as high due to unforeseen circumstances. The Board agreed with the building of the new building since it is being done with a loan to the Conservation Department and would be paid back. They asked Mr. Nelson to present at the next Board meeting for approval. Engineer County Engineer Steve Struble gave an update of projects and activities to the Board. FM Asphalt Resurfacing on L34/Overton Avenue South of Logan – Harris Grove to Pott County 7.7 miles – Approximate start date has not been announced. Morgan #3 Bridge on K45 North of Mondamin – Contractor plans to start project around May 1st. with 30 working days allowed. Jefferson #1 Bridge over Boyer River on Parker Trail – Final payment made but the IDOT still holds about 5% of the previous reimbursement of $79,983.38. OttaSeal Asphalt Surfacing on Panora Ave – Contract is $820,869.79 form Willow Creek, 6.4 miles to Monona County line. The Board approved the appointment of Kathy Lundergard as Entity Administrator for the Secondary Roads SAM.gov account on a motion by Rife, second by Straight. Motion carried. Comments Public comments were heard on county roads, county bridges, and conservation. With business of the day completed, the Board adjourned on a motion by Straight, second by Rife. Motion carried.
