Harrison County Supervisors Meeting October 12, 2023 Safety Meeting The quarterly safety meeting was held with the following county employees present: Chairman John Straight, Tony Smith, Brian Rife, Susan Bonham, Brittany Freet, David Sherer, Emily Allmon, Shelia Phillips, Felicia Geith, Brandon Doiel, Mitch Flaharty, Matt Pitt, Laura Hansen, and Steven Struble. Mark Warner and Jeff Brehmer were also in attendance. Topics included: Verbal active shooter instructions, incident review form, work comp training for all department heads, and a review of recent claims. Next meeting will be held in January, 2024. Regular Meeting Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. Motion to approve the tentative agenda was made by Smith, second by Rife. Motion carried. Attendance: Paul J. Rhoten, Mara Kline, Laura Soetmelk, Linda Faylor, Steve Struble, Rick Gau, Lisa Koch, Todd Heistand, Rob Cogdill, Rebecca Wilkerson County Treasurer County Treasurer Shelia Phillips presented the bank reconciliations for August and September to the Board for review. Treasurer Phillips requested the abatement of property taxes on the Little Sioux Drainage District easements in the amount of $541. Motion to approve by Rife, second by Smith. Motion carried. Tekamah Airport Zoning Board Matt Pitt requested the appointment of Eric (Dave) Sparks to the Tekamah Airport Zoning Board as his replacement on the board. Motion to approve by Smith, second by Rife. Motion carried. LMI TIF Funds The City of Woodbine requested to use the County’s Low-Moderate Income (LMI) TIF funds to pay for the County’s portion of the Pike Trail upgrade in the amount of $97,177. The County had earmarked these funds to use for the low-moderate income veterans thru the County’s Veterans Affairs Agency. The City had also requested reimbursement of the Pike Trail upgrade back in late 2022 with no action being taken. After discussion, Smith made the motion to table the request, second by Rife. Motion carried. Faylor-Spencer Drainage District The Board met as Trustees for the Faylor-Spencer Drainage District. A recommendation from Jon Rosengren, Drainage Engineer to reduce the parcels owned by Mara and Kenneth Kline to 0% assessment, with the minimum assessment of $5.00 per parcel, since they have completed the berm to the satisfaction of the engineer, was presented by drainage clerk, Elizabeth Lenz. The parcels will not be removed from the District. The parcels being reduced to 0% are: Parcel #310001350000000 3-79-44 Lot 2 NE SW & Lot 2 SE SW Parcel #310001350100000 3-79-44 SW SE Parcel #310001350200000 3-79-44 SE SE Parcel #310001350300000 3-79-44 Lot 2 NE SE On a motion by Rife, seconded by Smith, the recommendation to reduce the parcels owned by Mara & Kenneth Kline to 0% assessment was unanimously approved. C & R Levee District The Board met as Trustees for the C & R Levee District. Minutes from September 26, 2023 were unanimously approved on a motion by Rife, seconded by Smith. A quote from Olson Contracting, in the amount of $40,448.16, for work to be completed on a stretch of levee where no permit is required was unanimously approved on a motion by Smith, seconded by Rife. Engineer County Engineer Steven Struble met with the Board to review updatee on the following projects: Jefferson #1 Bridge over Boyer River on Parker Trail – The permanent signing was completed. OttaSeal Asphalt Surfacing on Panora Ave – Still waiting for Astech Corp to sign the change orders for as-built project quantities and aggregate gradation. 194th Street Bridge at Kendrick over Allen Creek – Contractor is still waiting for Mid American Energy to move their poles and overhead lines that cross the project diagonally. RRTC Culvert on Madrid Avenue Replacing 14’x130’ Structural Plate CMP – Contractor has completed welding the upstream and most of the downstream headwalls, has placed the granular bedding, has opened up the borrow site and is hauling and backfilling the RRTC culverts. IDOT Fast-Track Bridge Replacement on Hwy 30 (north of Woodbine) – The full-length dust control of Racine and 155th St has been delayed to next week due to the forecasted rain. Former Pisgah Gas Station The building has been inspected and found to contain asbestos. The Board received a quote for the removal of the asbestos in the amount of $2,380 from Wheeler Contracting, Inc. Motion to approve by Smith, second by Rife. Motion carried. Chicago Lumber Company Chicago Lumber Company submitted pay request #1 for the window replacement in the amount of $617,500. Motion to approve by Smith, second by Rife. Motion carried. Courthouse Doors/Entrance Replacement Auditor Bonham asked the Board if they wanted to start the process to replace the outside doors and entrances as this project was removed from the original window project last year. The Board wanted to review the estimated costs before taking action. Comments Chairman Straight directed Auditor Bonham to place the County Attorney vacancy on next week’s agenda. Comments from Member Smith, Member Rife and Rebecca Wilkerson on the County Attorney position were also heard. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
