Harrison County Supervisors Meeting March 20, 2024 The Board was invited by Farm Bureau to attend a meeting with them to discuss the County’s budget and future infrastructure plans. All board members were present. No action was taken. ATTEST: Susan Bonham, Auditor Tony Smith, Chairman March 21, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved with changing the order of the agenda items on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Pauley Reffett, Rebecca Wilkerson, Dan Cohrs, Shelia Phillips, David Sherer, Madelyn Brunow, Scott Nelson, Kevin Virgil Election Laptops Commissioner of Elections Susan Bonham gave an update on a Community Foundation Grant that she had applied for to help cover the costs of election laptops that had to be replaced this year. She informed the board that although the committee voted to fund the grant, it had been denied because the Omaha Community Foundation representative felt that elections were a “hot button issue” topic and should not be funded. The cost of replacing the laptops will be paid for by the county out of the elections budget. Public Health Grant Public Health Administrator David Sherer gave an update on a Substance Abuse Prevention & Treatment Grant that his department will be applying for. Sherer explained what the grant could be used for and that their department would like to look into providing more prevention training in schools. The grant is for either $5,000 or $10,000 and requires the county to provide a 3:1 matching contribution. Sherer said they were looking into the option of using a part of the County’s Opioid money as the matching contribution. Liquor License The Board approved the liquor license renewal for Twisted Tail with a motion by Straight, second by Rife. Motion carried Handwritten Warrant A handwritten warrant to US Bank in the amount of $7,874.09 was approved on a motion by Rife, second by Straight. Motion carried. Grinder Pump Discussion was held about the previous electricity issues that were had with the old pump and Supervisor Rife stated he felt the issues had been resolved. The quote for replacement and installation of the new pump was approved with a motion by Rife, second by Straight. Motion carried. Review FY25 Budget The board discussed salaries for the county and asked for additional information to be presented next week for approval. Zoning Public Hearings Chairman Smith opened the Zoning public hearings as advertised. Zoning Administrator Matt Pitt reviewed the request to rezone for Noah Kirlin from A-1 to R-1 on property described as approximately four acres in part of the SW NW of Section 29-79-43. Zoning Administrator Matt Pitt reviewed the request to approve a minor plat for L.A. Acres located in part of the SW SE of Section 24-80-42. After comments were heard, Straight made the motion to close all of the zoning public hearings, second by Rife. Motion carried. Rife made the motion to approve the zoning request from Noah Kirlin as presented, second by Straight. Motion carried. Rife made the motion to approve the Minor Plat for L.A. Acres as presented, second by Straight. Motion carried. Comments Scott Nelson gave department updates on grants and projects. They had been awarded a $15,000 grant to help with the purchase of a new property. Shelia Phillips gave updates on legislation that could allow cross county titling for vehicles that may help bring additional revenue to the county. Kevin Virgil introduced himself to the board and spoke about various topics. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
