Harrison County Supervisors Meeting January 11, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. Motion to approve the tentative agenda was made by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Rebecca Wilkerson, Dave Sims, Lary Clark, Ashley West Benefit Payout Chief Deputy/911 Director Mitch Flaherty presented Lori Seyler’s benefit payout of $8,631.75 for the Board’s review. Philip Davis’ benefit payout of $9,711.76 was also presented to the Board for review. Stamped Drainage Warrants Elizabeth Lenz, Drainage Clerk, discussed with the Board the possibility of the county buying all stamped drainage warrants for the districts they are Trustees for. This would allow the county to collect the interest, not someone who has either contracted for the work or purchased the warrants from a contractor. Discussion about lowering the drainage interest rate from 6% to 5% was also discussed and will be put on the Board’s agenda at a later date. On a motion by Straight, second by Rife, it was unanimously voted to have Harrison County purchase all stamped drainage warrants for the drainage districts they govern. C & R Levee & South Noble Lake Drainage Districts The drainage clerk presented minutes from December 26, 2023 for approval but since our Board did not attend the Pottawattamie County meeting and approved the bid award in their own meeting, they did not feel that they needed to approve the minutes. South Noble Lake Drainage District Discussion was held regarding termination of Sundquist Engineering as engineers for the district. Currently, Bolton & Menk are engineers for the other Board supervised districts. On a motion by Rife, seconded by Straight, it was unanimously voted to terminate engineering services with Sundquist Engineering for the district. C & R Levee District The letter of recommendation by Bolton & Menk recommending the closeout of project #OA1.126865 for imported fill was unanimously approved on a motion by Straight, seconded by Rife. On a motion by Rife, seconded by Straight, change order #2 with SNC Contractors for a decrease of $556,316.07, due to the supply of dirt being exhausted, was unanimously approved. On a motion by Straight, seconded by Rife, pay application #12 to SNC Contractors in the amount of $57,174.88 was unanimously approved. On a motion by Rife, seconded by Straight, final pay application #13 to SNC Contractors in the amount of $91,200.15 was unanimously approved. An invoice billing the Vanman Levee District in the amount of $24,513.18 for dirt was unanimously approved on a motion by Straight, seconded by Rife. Handwritten Warrant A handwritten warrant to US Bank in the amount of $5,978.82 was approved on a motion by Straight, second by Rife. Motion carried. Orson Street/Alley Vacation Public Hearing Chairman Smith opened the public hearing at 9:30 a.m. to hear comments both for and against the proposal to vacate a portion of unused streets and alleys in the unincorporated town of Orson. Dave Sims spoke in favor of the action. Motion to close the public hearing was made by Rife, second by Straight. Motion carried. Due to a publication error, Rife directed Engineer Struble to republish the notice and set Thursday, February 1st at 9:30 a.m. as the new public hearing date, second by Straight. Motion carried. Engineer County Engineer Steven Struble gave the following project update to the Board: 194th Street Bridge at Kendrick over Allen Creek – Contractor plans to begin installing the bridge approach guardrail this morning, including the curled section at the NW corner that allows for an entrance to John Henry’s farmland at that corner. They have installed the bridge handrails but will grout the weld plate slots and lifting eye holes in the spring. Contractor has done some of the final grading with earth this week. Secondary Roads will be advertising for an open truck driver position in the newspapers for the next two weeks. The Board discussed the road conditions on Airport road (Woodbine), Mendenhall road (Woodbine), and K45 with Engineer Struble. FY25 Budget The Board reviewed budgets for Sanitation, Planning & Zoning, Veterans, and General Relief. Auditor Bonham discussed a recommendation to move four sheriff deputy wages to Rural Basic to free up some money in the General Basic fund and to decrease the annual contribution to Secondary Roads from the General Basic and Rural Services funds. Discussion only. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried.
