HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES January 10, 2024 The HCLC regular meeting was called to order at 7:00p.m., January 10, 2024 by Vice Chairman Mike Anderson. Roll call showed Representatives: O’Neill, Rife, Woodard, Joining by phone was Breyfogle, Weigelt, and Ortiz. Also in attendance were Manager Tyler Hinkel and Office Manager Shannon Manley Item #1) Consent of agenda. Motion was made by O’Neill and seconded by Ortiz to approve the agenda . 7 ayes. Item #2) Review of the Meeting Minutes, from 11-8-23. Motion was made by Weigelt and seconded by Woodward to approve 10/11/23 meeting minutes. 7 ayes Item #3) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Woodard and seconded by O’Neill to approve the budget and claims. 7 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Hinkel informed the board that after 11 years of Service Operator Dan Vandemark will be retiring before the end of January. Dan has been an indispensable member of the landfill staff during his time with the HCLC. Item #5) Report – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report – Hinkel shared to the board that the HCLC was awarded grant funding for multiple projects. Projects are 75% funded with grant awards with a 25% cash match: Project 1 updating the office lighting to LED fixtures for $5,400 ($4,050 grant funding, $1,350 cash match) lower Greenhouse Gas Dependency. Project 2 a mobile Loading Ramp to enable to HCLC to load enclosed semi trailers with baled recycling material reducing fuel consumption in the recycling program. Cost $20,781 ($15,585 grant funding, $5,196 cash match). Project 3 – Three new recycling containers that have a compartment for plastic bags and a Conveyor for the recycling shed to be used to sort material heading to the baler. The goal for this project is to clean the recycling stream from unwanted plastic films. Cost $31,784 ($23,838 grant funding, $7,946 cash match) In total the HCLC was awarded $43,473. Ortiz motioned to accept the grant awards and cash match $14,492 to complete the projects. Weigelt seconded. 7ayes Item #7) Election of Officers – This Item was tabled due to a small attendance due to inclement weather Motion to adjourn at 7:34p.m. by Breyfogle and seconded by O’Neill. 7 ayes.
