City of Dunlap Meeting Minutes October 11, 2023 Mayor Knickman called the regular council meeting to order on Wednesday, October 11th at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Bonsall, Murphy, Gunia. Schauer enter the meeting at 7:04; Absent: Kuhlman. Motion by Bonsall second by Murphy to approve the agenda. All in favor, motion carried. Motion by Bonsall second by Murphy to approve minutes from September 13th Regular Council Meeting. All in favor, motion carried. Motion by Bonsall second by Gunia to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Bonsall to approve building permits: Larry Heller-cement, John Hoffman-Shop; Liquor License: Lucky Wine Slushies. All in favor, motion carried. Meredith Van Houten gave the Fire Department report. Jill Schaben gave the DCDC report, she gave the Council a sample of Park guidelines helping with benches/planters/gardens that people would like to purchase/plant for City Parks. She also gave a grant update letting the Council know we have applied to REAP, Iowa West and the King grant for several different projects the Grant Committee is working on. Paula Evans gave the library report. Meredith let the Council know her and Tony met with McClure Engineering about Wastewater last week. We are looking at different options aerators/lagoons. Motion by Schauer second by Bonsall to hire Gary Neilsen as CPO. All in favor, motion carried. Tammy Klein asked the Council about removing some benches and moving planters and gave an update on her plan for Peoples Park. Meredith let the Council know she is going to Clerk classes in Des Moines the 18th through 20th. Mayor Knickman gave an update about Pleasant View Park, he met with IDALS again to discuss options on things to do to improve the water at the Dam. Some of the options are a forebay, dredging along with a few other options. Aaron Gwinnup from McClure Engineering also spoke about the Dam, he felt that besides the water being down and silt build up it looked very healthy. Chief Miller gave the Police Report, he let the Council know the next STEP wave will begin November 14th-27th. Motion by Schauer second by Gunia to hire Matt Koski for $24 per hour. All in favor, motion carried. Motion by Schauer second by Gunia to adjourn at 8:01pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
