City of Dunlap Meeting Minutes July 12, 2023 Mayor Knickman called the regular council meeting to order on Wednesday, July 12, 2023 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Gunia, Bonsall, Schauer; Kuhlman Absent: Murphy. Motion by Gunia second by Bonsall to approve the agenda. All in favor, motion carried. Mayor Knickman opened the Public Hearing and 1st Reading of Ordinance 209, regarding the proposed City of Dunlap Code of Ordinances at 7:00pm. Mayor Knickman closed the Public Hearing at 7:01pm. Motion by Schauer second by Bonsall to waive the 2nd & 3rd readings of Ordinance 209. All in favor, motion carried. Motion by Schauer second by Gunia to Adopt Ordinance 209, City Code of Ordinances. All in favor, motion carried. Motion by Gunia second by Bonsall to approve minutes from June 21 Regular Council Meeting. All in favor, motion carried. Motion by Gunia second by Schauer to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Bonsall to approve consent agenda: Building Permits: Reed Block-Covered Patio, Nick Gambs-fence. All in favor, motion carried. Justin Schaben gave report about the success of the 4th of July this year and some of the plans for next year. Motion by Schauer second by Bonsall to give $7500 to support DCDC. All in favor, motion carried. Motion by Schauer second by Gunia to hire Zachariah Brown as a Police Officer. All in favor motion carried. Councilman Schauer discussed a personnel committee with the Council, he is going to look into a few things and come back next month. Motion by Schauer second by Bonsall to give Tony, Luke and Meredith a 10% raise. All in favor, motion carried. Motion by Schauer second by Gunia to give longevity pay as follows: 5-9 years $300, 10-14 years $600, 15-19 years $900 and 20 plus $1500. All in favor, motion carried. Motion by Schauer second by Gunia to approve City Hall Hours as follows: Monday- Thursday 8:00am-2pm with lunch from 11:30am-Noon and Friday 8am-4:30pm with lunch from 11:30am-Noon. The Clerk will have the closed window time to get things done without interruptions. All in favor, motion carried. Hiring a 3rd outside person and getting ride of the outside part-time positions was talked about, the Council is going to go ahead and advertise for this. Motion by Schauer second by Bonsall to adjourn at 9:03pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
