Notice of Election NOTICE is hereby given to the qualified electors of Harrison County, State of Iowa, that a City/School Election will be held on Tuesday, November 7, 2023. Polls open at 7:00 A.M. and close at 8:00 P.M. Voters must vote at the precinct where they live. Please read this notice carefully to determine your correct polling location. Revenue Purpose Statement: Money received by the Woodbine Community School District from the State of Iowa Secure an Advanced Vision for Education Fund may be spent for any one or more of the following purposes: • Property tax relief, including debt service levies, regular physical plant and equipment property tax levy, voter-approved physical plant and equipment income surtax and property tax levy, public education and recreation property tax levy and schoolhouse tax levy. • For any authorized school infrastructure under Iowa law which includes without limitation the following: (a) school safety and security infrastructure, information technology infrastructure, and athletic facility infrastructure for the school district as defined and provided in Iowa Code 423F.3; (b) payment or retirement of outstanding revenue indebtedness or general obligation indebtedness issued for school infrastructure purposes; (c) purchasing, constructing, furnishing, equipping, reconstructing, repairing, improving, remodeling, or demolition of schoolhouses, gymnasium, stadiums, fieldhouses, or school bus garage; (d) procuring a site, or purchasing land to add to a site already owned, or procuring and improving a site for an athletic field, or improving a site already owned for an athletic field; and (e) improving buildings or sites for the purpose of accessing digital telecommunications over multiple channels, often referred to as broadband. • For activities and expenditures listed in Iowa Code section 298.3 and section 300.2, including without limitation the following: (a) energy conservation measures and improvements, including payments under financing agreements; (b) purchase, lease, or the lease-purchase of equipment or technology as authorized by law, including transportation, computer, and recreational equipment and to repair transportation equipment for transporting students; (c) purchase, lease, or lease-purchase school buildings; (d) to provide funds to make payments to a municipality or other entity as required under Iowa Code Section 403.19(2); and (e) to provide funds for demolition, cleanup, and other costs if such costs are necessitated by, and incurred within two years of, a disaster. • To share or rent buildings or facilities, including a joint infrastructure project for which buildings or facilities are constructed or leased for the purpose of offering classes under a district-to-community college sharing agreement or concurrent enrollment program. • To provide funds to purchase land as part of start-up costs for new student construction program or if the sale of the previous student construction was insufficient to purchase land, and to purchase construction materials and supplies for a student-constructed building or shed intended to be retained by and used by the school district. • For any other purposes authorized by the law now or in the future and designated by the Woodbine Community School District. Tri Center CSD School Director At Large - Vote for no more than Two Kevin K. Holben Katie Ausdemore Sara Arnold Tri Center CSD Public Measure SB Summary: To adopt a Revenue Purpose Statement specifying the use of revenues the Tri-Center Community School District will receive from the State of Iowa Secure an Advanced Vision for Education Fund. In the Tri-Center Community School District, the following Revenue Purpose Statement which specifies the use of revenues the Tri-Center Community School District will receive from the State of Iowa Secure an Advanced Vision for Education Fund shall be adopted. To provide funds to acquire or install information technology infrastructure (including improving buildings or sites for the purpose of accessing broadband digital telecommunications) and school safety and security infrastructure. To provide funds to build and furnish a new school building or buildings; to build and furnish addition(s) to school buildings in the District; to remodel, reconstruct, repair, expand, and improve the school buildings in the District; to purchase and improve grounds; for demolition work; to furnish and equip district facilities. To provide funds for the purchase, lease or lease-purchase of buildings, equipment (including transportation and recreation equipment), or technology and to repair transportation equipment for transporting students as authorized by law, to implement energy conservation measures, sharing or rental of facilities including a joint infrastructure project for the purposes of offering classes under district-to-community college programs as authorized in Iowa Code Section 423F.3(3)(c), procuring or acquisition of libraries, or opening roads to schoolhouses or buildings. To provide funds to purchase land as part of start-up costs for new student construction program or if the sale of the previous student construction was insufficient to purchase land, and to purchase construction materials and supplies for a student-constructed building or shed intended to be retained by and used by the District. To provide funds to make payments to a municipality or other entity as required under Iowa Code Section 403.19(2). To provide funds for demolition, cleanup, and other costs if such costs are necessitated by, and incurred within two years of, a disaster. To provide funds to establish and maintain public recreation places and playgrounds; provide for supervision and instruction for recreational activities; or for community education purposes. To provide funds for the payment of principal and interest or retirement of general obligation bonds issued for school infrastructure purposes, energy improvement loans, loan agreements authorized by Iowa Code Section 297.36, sales, service and use tax revenue bonds issued under Iowa Code Section 423E.5 or Iowa Code Section 423F.4. To provide funds for property tax relief; and To provide funds for other authorized expenditures and purposes as now or hereafter permitted by law and designated by the Tri-Center Community School District. It being understood that if this proposition should fail to be approved by the voters, such failure shall not be construed to terminate or restrict authority previously granted by the voters to expend receipts from the Secure an Advanced Vision for Education Fund. If approved, this Revenue Purpose Statement shall remain in effect until replaced or amended by the Tri-Center Community School District. Tri Center CSD Public Measure SC Shall the Board of Directors of the Tri-Center Community School District, in the Counties of Pottawattamie, Harrison, and Shelby, State of Iowa, for the purpose of purchasing and improving grounds; constructing schoolhouses or buildings and opening roads to schoolhouses or buildings; purchasing of buildings; purchase, lease or lease-purchase of technology and equipment; paying debts contracted for the erection or construction of schoolhouses or buildings, not including interest on bonds; procuring or acquisition of libraries; repairing, remodeling, reconstructing, improving, or expanding the schoolhouses or buildings and additions to existing schoolhouses; expenditures for energy conservation; renting facilities under Iowa Code Chapter 28E; purchasing transportation equipment for transporting students; lease purchase option agreements for school buildings or equipment; purchasing equipment authorized by law; or for any purpose or purposes now or hereafter authorized by law, be authorized for a period of ten (10) years, to levy annually, a voter-approved physical plant and equipment property tax not to exceed One Dollar Thirty-Four Cents ($1.34) per One Thousand Dollars ($1,000) of the assessed valuation of the taxable property within the school district commencing with the levy for collection in the fiscal year ending June 30, 2025, or each year thereafter? Iowa Western Community College Merged Area XIII Director District 8 – Vote for no more than One Connie Hornbeck Western Iowa Tech Community College Director District 9 - Vote for no more than One Erin Muck All voters are required to provide an approved form of identification at the polling place before receiving and casting a ballot. Voters who are not pre-registered – such as voters registering to vote on Election Day – and voters who have changed precincts will also be required to provide proof of residence. A voter who cannot provide proof of identification may have their identity attested to by another voter registered in the precinct who has an approved form of identification. A voter commits the crime of Election Misconduct in the First Degree if the person submits false information when registering to vote. Election misconduct in the first degree is a class “D” felony, and punishable by a fine of up to $10,245 and/or imprisonment of up to five (5) years. Convicted felons who register and vote without receiving a restoration of voting rights from the Governor are committing a class “D” felony. IF YOU ARE NOT SURE YOUR RIGHT TO VOTE HAS ALREADY BEEN RESTORED, REQUEST A PROVISIONAL BALLOT. NOTICE IS HEREBY GIVEN that any voter who requires assistance to vote by reason of blindness, disability, or inability to read or write may be given assistance by a person of the voter’s choice, other than the voter’s employer or agent of that employer or officer or agent of the voter’s union. NOTICE IS FURTHER GIVEN, in accordance with Chapter 49.53 of the Iowa Code that any voter who is physically unable to enter the polling place has the right to vote in the voter’s vehicle. Each polling location is equipped with a ballot marking device which may assist persons with disabilities to vote more independently. The device allows voters to make their selections using an audio read-back and touchpad or touchscreen. The touchscreen device provides magnification and reverse black and white images. Voters unable to see the screen may have the screen turned off and use only the audio read-back and touchpad features. The audio read-back feature provides all ballot instructions, choices, and selections in an audio format using headphones. After making selections with the ballot marking device, via touchpad or touchscreen, the device will mark the voter’s paper ballot and the voter will insert their marked ballot in the ballot scanner used to count all ballots. NOTICE IS FURTHER GIVEN, in accordance with Chapter 52.35 of the Iowa Code that the duly authorized agents of the Harrison County Auditor and Commissioner of Elections shall publicly examine and test all voting machines to be used for the November 7, 2023 City/School Election. Public testing will commence on Monday, October 30th at 7:30 a.m. at the Courthouse. Go to the Auditor’s Office for access into the election equipment testing room.
