Harrison County Supervisors Meeting June 20, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Rife, second by Straight. Motion carried. Previous minutes were approved on a motion by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Dan Cohrs, Paul J. Rhoten, Sam Cogdill, Jack Jones, Rebecca Wilkerson, David Sherer, Bonnie Castillo Public Health Public Health Administrator David Sherer met with the Board to request approval of a contract between Harrison County and Iowa Department of Health & Human Services for a $10,000 grant for county substance abuse program. They plan to contract with Heartland Family Service to provide the substance abuse prevention services required of the grant. The required match of $30,000 has been discussed with the county’s opioid committee. Motion to approve by Rife, second by Straight. Motion carried. The Board approved the opioid agreement with Harrison County Home & Public Health for drug take back envelopes at a cost of $1000 on a motion by Rife, second by Straight. Motion carried. Casey Pape Casey Pape reviewed her understanding of the tornado debris cleanup and was surprised to receive a bill from the landfill. The Board explained that the landfill has its own board and they (County) couldn’t adjust or eliminate the billing. EMA Coordinator Bonnie Castillo responded that all affected owners were notified that the County would haul away the debris for free but there would be landfill fees. Just as an FYI, the landowners in Minden were responsible for landfill fees. The Presidential declaration qualifies for individual assistance. Public assistance has been requested, but the landfill wouldn’t qualify for public assistance. It is doubtful the public assistance threshold will be met. The Board suggested she contact the landfill to get on the next landfill board agenda. June 12th Severe Weather Event EMA Coordinator Bonnie Castillo informed the Board that the Governor issued a disaster proclamation which included Harrison County for the June 12th severe weather event. Currently gathering costs. 190th Lane Sam Cogdill petitioned the Board of Supervisors to change the road classification from level B to level C on 190th Lane described as a point on the center of a county road known as 190th Lane approximately 33 feet East of the NW Corner of Section 24-80-41 and running thence Easterly along the center of said 190th Lane for a distance of approximately 2607 feet and terminating the NW Corner of the NE of Section 24-80-41. Mr. Cogdill requested that the ditch on Vienna Ave be cleaned and the spoils placed on 190th Lane so that Mr. Cogdill can build up the road before he rocks it. Engineer Struble said he was ok with the request. Motion by Straight, second by Rife to approve the change in road classification from level B to level C on the above-described road. Motion carried. FY25 Salary for Secondary Roads Non Union Engineer Struble presented FY25 salary increases in the amount of 4% for the non-union employees in the Secondary Roads department. After much discussion about two employees receiving salary increases during the current year, Rife made the motion for an $1/hour increase for the County Engineer, Engineering Technician, Lead Foreman, Assistant Foreman, Shop Foreman, Bridge Foreman, and Sign Technician, second by Straight. Motion carried. Michelle Kersten and Elizabeth Lenz, Drainage Clerks presented the following to the Board: C & R Drainage District The board, meeting as trustees for the C & R Drainage District, unanimously approved contractors application for payment #2 to Lieber Construction, Inc. in the amount of $100,271.25 on a motion by Rife, seconded by Straight. 2024 Drainage Assessments The Board met as trustees for various drainage districts. Elizabeth Lenz & Michelle Kersten, Drainage Clerks, presented the Board with the districts that are currently in debt. After discussion, the following assessments were set on a motion by Straight, seconded by Rife: Coe Sub, 50% Ehlert, 37% Euclid, 60% Fisher, 50% Fitzgibbons, 15% Frazier, 70% Grimes, 35% H & C, 30% Hannon, 34% Lateral A, 50% Meggers, 73% Mills, 56% Roadifer Pump, 25% Soldier Valley, 110% Thomas, 125% Up Soldier #1, 125% Up Soldier #2, 33% . Outstanding Warrants WHEREAS, the Auditor has on her books a number of outstanding warrants over one year old; WHEREAS, the Auditor is requesting approval to cancel these outstanding warrants by the Board of Supervisors; THEREFORE, the recommendation to the Board of Supervisors is to cancel the outstanding warrants listed below. Motion to approve was made by Rife, second by Straight. Motion carried. FY25 Sewer Budget Auditor Bonham reviewed the FY25 Little Sioux/River Sioux sewer budget. No changes from the current budget. The monthly fees will remain the same at $40/user ($28/user to County and $12/user to City). Motion to approve by Rife, second by Straight. Motion carried. Operating Transfers The following operating transfers were presented to the Board: $10,000 from Rural Basic to Flood & Erosion; $194,000 from General Basic to Secondary Roads; $2,400,500 from Rural Basic to Secondary Roads; and $916,084 from ARPA to Capital Projects. Motion to approve by Straight, second by Rife. Motion carried. FY25 Appropriations WHEREAS, it is desired to make appropriations for each of the different officers and departments for the fiscal year beginning July 1, 2024 in accordance with Section 331.434, subsection 6 Code of Iowa, THEREFORE, be it resolved by the Board of Supervisors of Harrison County, Iowa, as follows: Section 1: The amounts itemized by department or office are hereby appropriated. Section 2: Subject to the provisions of other county procedures and regulations, and applicable state law, the appropriations authorized under Section 1 shall constitute authorization for the department or officer listed to make expenditures or incur obligations from the itemized fund, effective July 1, 2024. Section 3: In accordance with Section 331.437, Code of Iowa, no department or officer shall expend or contract to expend any money or incur any liability, or enter into any contract which by its terms involves the expenditure of money for any purpose in excess of the amounts appropriated pursuant to this resolution. Section 4: If at any time during the 24/25 budget year the auditor shall ascertain that the available resources of a fund for that year will be less than said fund's total appropriations, said auditor shall immediately so inform the Board and recommend appropriate corrective action. Section 5: The auditor shall establish separate accounts for the appropriations authorized in Section 1, each of which account shall indicate the amount of the appropriation, the amounts charged thereto, and the unencumbered balance. The auditor will report the status of such accounts to the applicable departments and officers (monthly) during the 24/25 budget year. Section 6: All appropriations authorized pursuant to this resolution lapse at the close of business June 30, 2025. Motion to approve by Rife, second by Straight. Motion carried. FY25 Salaries The Board approved the salaries for the elected officials and non-union employees as presented on a motion by Rife, second by Straight. Motion carried. FY23 Audit Auditor Bonham requested allowing her to pay for the FY23 audit when the invoice is submitted to her in the next few days so that it could be taken out of FY24 expenditures. Motion to approve by Rife, second by Straight. Motion carried. Claims Claims, as presented, were stamped for approval. Comments Chairman Smith commented that the juvenile detention center will invoice counties on a pay as you go method in addition to the quarterly assessment. Scott Nelson said FEMA officials were at his facility to meet with anyone needing services from FEMA. Rebecca Wilkerson commented on why Heather Edney was the Treasurer’s deputy when she thought Brandi Wendt was the Treasurer’s deputy. With business of the completed, the Board adjourned on a motion by Straight, second by Rife. Motion carried.
