Harrison County Supervisors Meeting February 27, 2025 Chairman Brian Rife called the meeting to order with member Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Wilkerson, second by Rife. Motion carried. Motion to approve minutes from February 13th, 19th, and 20th was made by Rife, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Paul J. Rhoten, Susan Bonham, Michele Stirtz, Sarah Delanty, Laura Soetmelk, Shelia Phillips, Thad Pothast, Curt Nelson, Rob Brownback, Diane Crha, David Sherer, Dustin Wallis Bank Reconciliation Treasurer Shelia Phillips presented the January bank reconciliations for Motor Vehicle and Tax for the Board’s review. Approval of Health Insurance for FY2026 Auditor Megan Reffett requested the board to act on the proposed insurance for FY26 that was presented last week. The move to terminate with Aetna and contract with Wellmark was made by Wilkerson, second by Rife. Motion carried. Melody Oak Public Hearing The board discussed possible dates for the public hearing. Chairman Rife recommended that the hearing be held in the Courtroom due to the possibility of a large crowd. Chairman Rife agreed to check with the Clerk of Court to see when the Courtroom would be available and set the date at the next meeting. Approval of Elevator Work Order Auditor Megan Reffett presented the board with a quote from TK Elevator to replace the door edge and emergency alarm lights for the Courthouse Elevator. Motion by Wilkerson, second by Rife. Motion carried. Approval of CR#2 and CR#3 for Courthouse Entrance Project CR#2 was presented to the board which would include updating the 2 light poles on the east side of the Courthouse during the Courthouse entrance replacement project. CR#2 was approved motion by Rife, second by Wilkerson. CR#3 was presented which would allow for electrified hardware for automatic locking doors. The board did not act on this quote. Discussion on Dustin Wallis as temporary County Engineer The board discussed with Dustin Wallis the option of acting as a temporary Engineer until a permanent Engineer can be hired for the County to allow business to continue following the retirement of Steven Struble. Dustin requested to work with the department to see what they are working on and what the requirements of the job would be. The board agreed to allow him to discuss it with the Engineers office to get a better idea of the time commitment that will be needed. Wallis will return to the board next week to discuss the opportunities. Engineer Payout for Steve Struble The board reviewed the payout for Steven Struble in the amount of $20,861.75. Motion to approve by Wilkerson, second by Rife. Consider approval with Pottawattamie County for interim County Engineer The board chose not to discuss this topic until Member Smith was present. FY26 Budget Budget Director Megan Reffett presented to the board salary options that were discussed last week and explained the reasoning for possible increases in the supplemental levy rates including Workers Compensation Insurance, Property Insurance, Health Insurance, and an increase in IPERS rates. Set public hearing date for proposed property tax The public hearing date for the Proposed Property Tax hearing was set for March 27th, 2025, at 9:30 in the Board Room. Motion by Rife, second by Wilkerson. Motion carried. Public Comment Michele Stirtz – Comments on the temporary County Engineer discussion Rebecca Wilkerson had comments about the public comment policy stating comments should refrain from personal attacks With business of the day completed, the Board adjourned on a motion by Rife, second by Wilkerson. Motion carried.
