Harrison County Supervisors Meeting August 29, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. Member Rife made the motion to approve the tentative agenda with the removal of Secondary Roads staff FY25 wages, second by Straight. Motion carried. Agenda items for C & R Levee District had been moved to the September 12th agenda after the agenda had been posted. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Rebecca Wilkerson, Michele Stirtz Little Sioux/River Sioux Sewer The Board reviewed the FY24 annual report for the Little Sioux/River Sioux sewer system as required by USDA. Motion to approve by Straight, second by Rife. Motion carried. Opioid Committee Auditor Bonham asked the Board to appoint the county members on the opioid committee by their respective titles. Rife made the motion to appoint Harrison County Home & Public Health Administrator, Harrison County Attorney, Harrison County Sheriff and Harrison County Auditor, second by Straight. Motion carried. Original appointment was made on November 30, 2023. Ehlert Drainage District The Board of Supervisors met as Trustees for the Ehlert Drainage District. Elizabeth Lenz, Drainage Clerk, spoke to the Board regarding the tube replacement at 101 Park Street, Woodbine. The City of Woodbine replaced the tube going under their road but did not replace the rip rap that was placed by the district to stop the banks from eroding. The Board directed Ms. Lenz to contact the City of Woodbine and ask that the rip rap be replaced by September 12th. FEMA Authorization Appointment The board appointed Michelle Kersten, Drainage Clerk, to be the FEMA Authorized Representative and Tony Smith, Chairman, to be the FEMA Chief Finance Officer. This was unanimously approved on a motion by Rife and seconded by Straight. Secondary Roads Union The Board reviewed the memo of understanding between Harrison County and AFSCME Iowa Council 61 representing the Secondary Roads union. The Board agreed that the “sign position” shall be a position included in the bargaining agreement and shall be compensated at the same rate as the mechanics. Motion to approve by Straight, second by Smith. Motion carried. Rife voted nay. The Board also approved the petition for amendment of the bargaining unit that designated the “sign position” is included in the Secondary Roads bargaining unit. Motion to approve by Straight, second by Smith. Motion carried. Rife voted nay. Engineer County Engineer Steve Struble met with the Board. Project updates included: FM Asphalt Resurfacing on L34/Overton Avenue south of Logan – Harris Grove Creek to Pott County 7.7 Miles – Engineer Struble will be submitting a request to Pott County next week to authorize a transfer of their portion of this project from their FM account to Harrison County’s FM account. Crack Filling and Asphaltic Surface Treatment – Request for quotations to perform crack filling has been sent to IDOT prequalified bidder contractors for 30.1 miles of roads. Pisgah Gas Station – Struble received one quotation for the removal of the gas station and will bring it to the Board next week. The assistant foreman job had four internal applicants and the position was given to Shane Phillips. Phillip’s previous job has been posted internally today. Engineer Struble again requested a 4% wage increase for himself and office staff to match the union’s increase this year. Engineer Struble and his office staff received the same $1/hour increase as the rest of the non-union, non-elected employees. Chairman Smith said that there’s no support for this request. Comments County Attorney is trying to get new software for the office, but the wait time is into October, 2025. County may be able to piggyback with Crawford County to gain access to the software around April, 2025. Rebecca Wilkerson asked about the courthouse parking lot. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried.
