Harrison County Supervisors Meeting August 22, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Straight, second by Rife. Motion carried. Attendance: Deputy Auditor Megan Reffett, Paul J. Rhoten, Rebecca Wilkerson, Michele Stirtz, Walter Utman, Mia Haschenburger, Carlos Morales and Sarah Delanty Appoint Drainage Attorney Brian Rife made a motion to appoint Keith Tucker as the Drainage Attorney for board-controlled drainage districts and Straight second. Motion carried. Approve Premium Only Plan Brian Rife made a motion to approve the presented Premium Only Plan for Harrison County benefits Straight second. Motion carried. Approve Group Health Insurance John Straight made a motion to approve the presented the Group Health Insurance Policy Rife second. Motion carried. Approve Handwritten Warrant A handwritten warrant to US Bank in the amount of $8,165.91 was approved on a motion by Straight, second by Rife. Motion carried. C&R Levee District The board requested to table the approval of application #4 for payment to Lieber Construction until next week pending approval by Pottawattamie County. Ehlert Drainage District Elizabeth Lenz, Drainage Clerk, spoke to the Board regarding the tube replacement completed by City of Woodbine in the Ehlert Ditch at 101 Park Street. Ms. Lenz spoke with RC Androy, City of Woodbine administrator, and asked if any rip rap or rock would be placed. He stated that he didn’t believe so but would have JEO, the firm that supervised the project, look at the area. The Board directed Ms. Lenz to have Rick Shearer, Shearer Contractors, review the area and report back next week. MAPA Presentation 25-year Plan Representatives from MAPA presented their 25-year plan and asked for citizen input. They presented their goals of safety, preservation, and resilience for transportation options within the county. Board members and citizens gave their thoughts on areas that could use added safety features. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight.
