City of Dunlap Meeting Minutes May 17, 2023 Mayor Knickman called the regular council meeting to order on Wednesday, May 17, 2023 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Gunia, Bonsall, Schauer; Kuhlman, Murphy. Motion by Gunia second by Kuhlman to approve the agenda. All in favor, motion carried. Motion by Schauer second by Bonsall to approve minutes from April 12 Regular Council Meeting. All in favor, motion carried. Motion by Schauer second by Gunia to approve payment of bills. All in favor, motion carried. Motion by Schauer second by Bonsall to approve consent agenda: Building Permits; Lisa Cripps-garage, Don Gorham-replace sidewalk, Steven & Jessica Wingrove-replace driveway, Andrew Mitchell-replace sidewalk/pour pad, Jay Randall- sidewalk, Robert Mefferd- shed. All in favor, motion carried. Joyce Cogdill reported for the Fire Department the they are going to have the annual pancake breakfast on Memorial Day Weekend. Jill Schaben gave an update to the Council about the reading walk and Vacation Bible School Street closure. Justin Schaben gave an update on the 4th of July. Margo Hansen gave a presentation on the Main Street Beautification Project. Motion by Kuhlman second by Schauer to use the 1% local option sales tax for the project. All in favor, motion carried. Paula Evans gave the library report and let the Council know that the Summer Reading Program will be every Wednesday in June from 10am-11am. Motion by Gunia second by Schauer to hire: Cooper Petersen, Sylvia Sullivan, Brodie Ludwig, Kia Coenen, Danielle Steinkuhler and Gary Neilsen as lifeguards. All in favor, motion carried. Chief Miller let the Council know the next STEP wave will start June 9 focus will be on seatbelts. He also let them know Officer Wade Vennink gave his letter of resignation and his last day will be on Saturday, May 27th. The Council wants to start advertising. Fill in officer wages was discussed, motion by Gunia second by Schauer to increase the pay to $300 per day. All in favor, motion carried. Doug Harris from C&H Hauling is retiring July 1st, R&S Waste Disposal is taking over the contract. R&S doesn’t pick up on holidays so it if trash pick up lands on a holiday it will be picked up the next business day. Motion by Kuhlman second by Schauer to increase trash $0.25 starting July 1 which was already in the contract. All in favor, motion carried. Motion by Schauer second by Gunia to get Apple ipads for the Council and Mayor the cost of each ipad is $429. All in favor, motion carried. Motion by Schauer second by Murphy to approve Resolution 2023-05 Financial Support of the Dunlap Duplex I, LLC and Project II, LLC. All in favor, motion carried. Motion by Schauer second by Gunia to adjourn at 8:28pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
