City of Dunlap Meeting Minutes July 21, 2021 Mayor Knickman called the regular council meeting to order on Wednesday, July 21, 2021 at 7:00 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Hopkins, Gunia, Schauer, Kuhlman; absent: Casperson. Motion by Schauer second by Hopkins to approve the agenda. All in favor, motion carried. Motion by Kuhlman second by Gunia to approve minutes from June 22 regular meeting. All in favor, motion carried. Motion by Hopkins second by Kuhlman to approve payment of bills once Winsupply sends invoices to match statement. All in favor, motion carried. Motion by Kuhlman second by Schauer to approve consent agenda items: Building permits for Mike Gunia and Mark Mefferd and to send Rick Wingrove’s building permit to the Board of Adjustment for not meeting the 20-foot rear yard setback. Ayes: Kuhlman, Schauer, Hopkins; Abstain: Gunia, motion carried. Craig Malone from the Hoffman Agency talked to the Council about employee health insurance. Motion by Kuhlman second by Schauer to stay with the current United Health Care plan with a 2% increase. All in favor, motion carried. Paula Evans gave a report on the library. Meredith Van Houten let the Council know that Silver Fox donated the sidewalk to the jetty at Pleasant View Park. Councilman Schauer gave the Council an update on the Rural Housing Readiness and some of the ideas discussed at that meeting (Affordable Housing, Infrastructure, Rentals). Code of Ordinances will be discussed at a later meeting, possibly a workshop. Motion by Gunia second by Kuhlman to approve Resolution 2021-04 garbage contract. All in favor, motion carried. Motion by Gunia second by Casperson to adjourn at 8:20pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
