City of Dunlap Meeting Minutes April 14, 2021 Mayor Knickman called the regular council meeting to order on Wednesday, April 14, 2021 at 7:00 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Hopkins, Gunia, Casperson, Schauer Kuhlman. Motion by Schauer second by Gunia to approve the agenda. All in favor, motion carried. Motion by Gunia second by Casperson to approve minutes from March 10th regular meeting. All in favor, motion carried. Motion by Hopkins second by Kuhlman to approve payment of bills. All in favor, motion carried. Motion by Kuhlman second by Gunia to approve consent agenda items: Building permit for Ryan Stinn. All in favor, motion carried. Paula Evans gave a report on the library. She let the Council know that she is going to start enforcing fines due to the amount of overdue books. Joe Rueschenberg gave the Council bid comparison on the sewer cleaning. Motion by Gunia second by Casperson to accept the bid from Hydro Plumbing of $44,935 to clean and scope the sewer lines. All in favor, motion carried. Meredith Van Houten, City Clerk let the Council know that applications for lifeguards are now available. She also asked to attend a Nuisance Abatement meeting on June 12th. Police applicants were discussed. Mayor Knickman let the Council know that Wade Vennick was the recommendation of the interview committee. Chief Miller let them know Ray Ohl was his recommendation. Motion by Gunia second by Casperson to hire Ray Ohl at $20.69 with the condition he must move to Dunlap withing 6 months. Ayes: Gunia, Casperson; Nays: Schauer, Kuhlman, Hopkins. Motion failed. Motion by Schauer second by Kuhlman to hire Wade Vennick pending passing required ILEA testing. Ayes: Kuhlman, Schauer, Hopkins; Nays: Casperson, Gunia. Motion carried. Motion by Schauer second by Kuhlman to set wage at $17.24 an hour before attending ILEA, $18.24 during ILEA and $19.24 after he graduates from ILEA. All in favor, motion carried. May regular council meeting was discussed it was decided to move the meeting due to a music concert to Tuesday, May 11th. Motion by Hopkins second by Schauer to move May’s meeting. All in favor, motion carried. Motion by Schauer second by Hopkins to extend the current COVID plan for 6 months (October 1, 2021). All in favor, motion carried. Joyce Cogdill let the Council know that they are going to have the Annual Pancake breakfast on May 30th. Motion by Gunia second by Schauer to adjourn at 8:02pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
