City of Dunlap February 12, 2025 Mayor Knickman called the regular council meeting to order on Wednesday, February 12, 2025 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Bonsall, Gunia, Wingrove, Schauer, Murphy. Motion by Gunia second by Schauer to approve the agenda. All in favor, motion carried. Motion by Murphy second by Wingrove to approve payment of bills. All in favor, motion carried. Motion by Gunia second Bonsall to approve Building Permit; Jeff Lehan-cement pad. All in favor, motion carried. Boyer Valley Ag Students presented to the Council about having cow/calves at the 4-County fair arena. They have a manure plan to help reduce the smell, the plan on possibly having 15 cows and 15 calves. They would like to start this March sometime. The Council would like the kids go to talk to the abutting neighbors to sign off that they are ok with this. Tony Warnock spoke to Council about getting a generator for the main pump house. He also gave an update on the new pump house, he let them know that they are having to replace some of the parts on the pump and hopefully MidAmerican Energy will be here in the next week to install the gas line. Mayor Knickman talked about trees needing trimming along the streets. Several options where discussed one is giving municipal infractions or assessing taxes, this will be on next months agenda. Chief Miller gave the Police Report, he got some prices for new in-car cameras since the software is outdated and no longer supported. Chief Miller recommend Seth Bielenberg be hire as an officer. Motion by Gunia second by Bonsall to approve hiring Seth Bielenberg as a new officer. All in favor, motion carried. Councilman Schauer spoke about intersections the main focus was on 9th and Eagle Street. Motion by Bonsall second by Schauer to approve the right of way for the MidAmerican Fiber project. All in favor, motion carried. A skid loader was discussed, there were a couple options they chose a T-66 bobcat with a grapple and soil conditioner for a total of $78,688.59. The City will go to the banks for loan rates and will be on next months agenda. Pay request #11 to King Construction was tabled until more information is given on a property that needs fixed before final payment. Motion by Wingrove second by Murphy to adjourn at 9:04pm.
