BOYER VALLEY COMMUNITY SCHOOLS BOARD OF DIRECTORS REGULAR MEETING –MARCH 15, 2021 6:00 P.M. – BOYER VALLEY SOUTH CALL TO ORDER: President Elizabeth Heistand called the regular meeting of the Boyer Valley Board of Education to order at 6:00 p.m. Members answering roll call were Ken Dunham, Steve Puck, Elizabeth Heistand, Craig Malone and JoEtt Cogdill. Directors Klein and Ueding were absent. Administrators present: Superintendent Kurt Brosamle, Principal Mike Weber, and Secretary Sharon Lee. List of visitors on file at the Business Office. President Heistand declared a quorum present and Secretary Lee read the Mission Statement. APPROVAL OF AGENDA / MINUTES: Motion by Puck, second by Dunham to approve the agenda as presented with the addition of Action Items: Review Board Policies 400-409 and Extension of COVID Policies, Discussion-Open Positions and approve the minutes to the previous board meetings. Motion carried 5-0. PRINCIPALS’ REPORT: Mr. Weber reported on the following: Two elementary students are quarantined due to an COVID exposure by a family member; two students from Florida will be relocating to the Boyer Valley area and attend school here next year; Spring concert, May 17th, will be in person this year, considering to split up the grades so we can better socially distance the crowd; Parent/Teachers are scheduled for in-person or virtually; Puppy Relays, May 14th and ISASP testing will be done the week of March 29. SUPERINTENDENTS’ REPORT: Mr. Brosamle reported on the following Mr. Schauer and cast performed and excellent musical this past weekend-very well attended; Red Cross Blood Drive is Wednesday, March 17th; Nashville trip is scheduled for March 25th – 29th; FFA Tractor Day is scheduled for March 25th; Bus inspection will be March 31st; ISAP testing for middle/high school will be March 29th through April 1st; Parent/Teacher conference are scheduled for in-person or virtual and medical insurance premiums will increase approximately 5% for next year. Golf -16 boys and 5 girls; HS Track-10 boys and 16 girls and middle school track-20 boys and 26 girls. We are currently interviewing for English teacher and SBO positions. Discussion on the large number of middle school students participating in track and if 2 buses would be required/possibly extra coaches. DISCUSSION: Budget Guarantee: Annually, school districts are advised to approve the Budget Guarantee. This resolution will allow the District to levy property tax for fiscal year 2021-22 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa. E-Rate: Bids are being received for updating switches. E-Rate Category 2 will pay 70% of the invoice for the switches. The District also receives discounts on all internet connections through the E-Rate program. Snow Days: Mr. Brosamle informed the board the students need three more hours of instruction in order to fulfill the 1080 hours before Memorial Day. CONSENT AGENDA: Bills and Claims/Financial Reports Motion by Cogdill, second by Malone to approve the consent agenda as published. Motion carried 5-0. PERSONNEL: Motion by Dunham, second by Puck to approve a contract to Johanna Skinner, MS/HS English Teacher for 21-22 school year. Motion carried 5-0. Motion by Puck, second by Dunham to approve a contract to Susan Soma, Middle School Boys Track Coach for 20-21 school year. Motion carried 5-0. Motion by Dunham, second by Puck to approve the resignations of Melinda Hardin, Teacher; Janine Petersen, Teacher; Kelsey Miller, Teacher and Marilyn Davie, Special Education Associate. Resignation effective after they have fulfilled their 20-21 contracts. Motion carried 5-0. APPROVE TIME, DATE, PLACE FOR PUBLIC HEARING CALENDAR AND BUDGET FY22: Motion by Puck, second by Cogdill to approve the public hearing on the 2021-22 budget estimate and calendar to be held at 6:00 p.m. Monday, April 12, 2021 at the Boyer Valley South Board Room, Dunlap, IA. Motion carried 5-0. APPROVE BUDGET GUARANTEE RESOLUTION: Motion by Puck, second by Dunham to adopt the following resolution: RESOLVED, that the Board of Directors of the Boyer Valley Community School District will levy property tax for fiscal year 2021-22 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa. Motion carried 5-0. Ayes: Dunham, Cogdill, Heistand, Puck, Malone. APPROVE TIMBERLINE CONTRACT: This is the Medicaid Billing Service that the district uses for students who qualify for Medicaid. Motion by Dunham, second by Puck to approve a three-year contract to Timberline. Motion carried 5-0. APPROVE CALENDAR CHANGE: Due to the snow day on February 22nd, we need to make-up a few hours so students can finish the school year before Memorial Day with the minimum of 1080 hours. Motion by Malone, second by Puck to have students attend classes full days (no early outs) on Wednesday, March 31st and Wednesday, April 7. Motion carried 5-0. APPROVE RESCIND COVID POLICIES: After a brief discussion, Dunham made a motion to rescind policies 409.2E1 and 409.2E2. These policies deal with COVID Leave and Pay that will expire the end of March. The staff will receive the 2nd vaccine for the COVID virus on March 26th. Motion failed. Motion by Cogdill, second by Puck to extend the policies through May. Motion carried 3-2. Ayes: Puck, Malone, Cogdill. Nay: Dunham and Heistand. REVIEW POLICIES 400-409 (EMPLOYEE): Mr. Brosamle review policies 400-409. Only changes are to delete the Early Retirement policy since the Board voted not to offer Early Retirement for 20-21. Motion by Dunham, second by Malone to approve the review of policies 400-409. Motion carried 5-0. Discussion: Harrison County Conference Board: Jason Knickman, Dunlap Mayor, discussed with the board the importance of the Harrison County Conference Board. Each school district in the county elects one board member to attend the Conference Board meetings. The Conference Board consists of County Supervisors, one school board member from each school in Harrison County and the Mayor from each town within Harrison County. This Board approves the duties of the Assessor’s Office. 2021-22 Budget: Mr. Brosamle informed the Board that the tax rate will be comparable to the previous year, 20-21 (12.15160) and proposed 21-22 (12.15162). After the budget is submitted, Districts can lower the tax rate if necessary but never raise the rate. Calendar 2021-22: The Boyer Valley Calendar Committee met with Woodbine Calendar Committee recently. Nothing has changed from the previous month. April Board Meeting: The 21-22 Budget has to be delivered to the Auditors Office no later than April 15. Our regular April Board Meeting will be Monday, April 12th @ 6 p.m. HVAC Repairs: Rasmussen’s have replaced a drive for the heating system at BVS. Also checking into the HVAC systems at BVN in the 4th and 5th grade rooms as well as the older part of the Dunlap building. Open Positions: Mr. Brosamle informed the Board that a couple of the grades at the elementary level only have 23-24 students. Discussion on the possibility of more departmentalize teaching in the 4th & 5th grades and having 1 section when class numbers are low. A motion was made by Puck, second by Cogdill to adjourn the meeting. Motion carried 5-0.
