BOYER VALLEY COMMUNITY SCHOOLS BOARD OF DIRECTORS - REGULAR MEETING – MARCH 13, 2023 6:00 P.M. – BOYER VALLEY SOUTH, BOARD ROOM CALL TO ORDER: President Steve Puck called the regular meeting of the Boyer Valley Board of Education to order at 6:00 p.m. Members answering roll call were Paul Cogdill, Ben Hansen, Elizabeth Heistand, Craig Malone, and Steve Puck. Directors Miller and Ueding were absent. Administrators present: Supt. Jeremy Christiansen and Secretary Terra Sell. Visitors present: List on file in the Business Office. APPROVAL AGENDA/MINUTES: Motion by Heistand, second by Hansen to approve the agenda and minutes from previous board meetings. Motion carried 5-0. Secretary Sell read the mission statement. OPEN FORUM: Michelle Garside addressed the board and wanted to thank them for allowing her son to participate in show choir at Woodbine since Boyer Valley does not offer it. He gained so much, and it is helping shape his future plans. She appreciates the administration finding creative solutions for students for courses our district does not offer. Heidi Bromert wanted to let the board know how impressed she is with the BVN staff and the services they provide to her son. Mr. Frohlich has impressed her and worked so well with her in finding the best services to suit his needs. PUBLIC HEARING FOR ASBESTOS ABATEMENT: Supt. Christiansen stated there were six bids that came in, the low bid being Wheeler Contracting at $28,180. There were no written or oral objections received. President Puck declared the hearing closed. CONSENT AGENDA: A. Motion by Hansen, second by Cogdill to approve the bills/reports as presented; the resignations of: Kathy Marsh – Spec. Education Teacher/Coach, Nate Christensen – Head Football Coach and Candace Ueding – School Board Member; and to approve contracts for: Chrystal Rico – MS/HS English and Makenzie Dumbaugh – Asst. Softball Coach. Motion carried 5-0. SUPERINTENDENT’S REPORT: Facility Update: Reviewed the site plan and parking issues, parents are to enter from 12th street, buses will park along the curb and it will be a one-way street. Dunlap Phase 1 has not quite started yet; phase 2 begins with the campus care in Dunlap and is projected to start the last day of school with completion by August 10th. The ag classroom will start on August 4th and hoping to finish in November; the auditorium is set to begin on November 9th with a goal to finish by February 19th, the first event to be held in the new gymnasium will hopefully be graduation next year. Dow City Phase 1 looking to start on May 1st and be completed by August 15th. Other – 2023/24 School Calendar: we will need to set a public hearing on the calendar for next year. They have added once a month morning professional development time, which results in a late start time, but does not affect morning preschools since they take place on Wednesdays. PRINCIPAL’S REPORT: ISASP testing coming up on April 12th - 21st, this extended time allows for the students to be able to take the test in the specific classroom where they are taught the subject in hopes they will feel more comfortable and test better. TECHNOLOGY REPORT: Supt. Christiansen reported on the new line boards the Dunlap building recently received, paid for with ESSER funds, the elementary building is currently equipped with smartboards. There are more smaller boards coming in for the non-core teachers to utilize. NEW BUSINESS: A. Asbestos Abatement Bid: Six bids for asbestos abatement services were received: Bockmann Inc. for $56,900, Environmental Property Solutions for $38,167, McGill Asbestos for $47,200, REW Services for $46,653, Site Services for $40,030, and Wheeler Contracting for $28,180. Motion by Heistand, second by Malone to approve the asbestos abatement bid for Wheeler Contracting in the amount of $28,180. Motion carried 5-0. B. Redistricting Lines: Effective July 1, 2023, the director districts will change to: District 1 – school district areas within Monona, Crawford and Shelby counties; District 2 – school district areas within Harrison county. Motion by Cogdill, second by Hansen to approve the new re-districting lines. Motion carried 5-0. C. AEA Purchasing Agreement: Motion by Cogdill, second by Heistand to approve the purchasing agreement with Green Hills AEA for the 2023-24 school year for products available under the child nutrition program including food bid, small wares and ware wash. Motion carried 5-0. D. Dow City Kitchen Plan: Motion by Malone, second by Cogdill to approve keeping the kitchen in the same location with the adjustments as shown in the update. Motion carried 5-0. E. KPE Agreement: Motion by Heistand, second by Malone to approve KPE to draft drawings to include a potential bus lane, with landscaping plans, in the amount of $11,420, pending approval from the IDOT. Motion carried 5-0. F. Approve Time, Date and Place for Public Hearing on FY23 Budget Amendment: Motion by Cogdill, second by Hansen to approve a public hearing on the FY23 budget amendment to be held on Monday, April 10th, 2023 at 6:00 p.m. in the Boyer Valley South Board Room, Dunlap, IA. Motion carried 5-0. Ayes: Cogdill, Hansen, Heistand, Malone and Puck G. Approve Time, Date and Place for Public Hearing on the FY24 Budget: Motion by Cogdill, second by Hansen to approve a public hearing on the proposed FY24 budget estimate to be held on Monday, April 10th, 2023 at 6:00 p.m. in the Boyer Valley South Board Room, Dunlap, IA. Motion carried 5-0. Ayes: Cogdill, Hansen, Heistand, Malone and Puck H. Approve Time, Date and Place for Public Hearing on the 2023-24 School Calendar: Motion by Cogdill, second by Hansen to approve a public hearing on the 2023-24 school calendar to be held on Monday, April 10th, 2023 at 6:00 p.m. in the Boyer Valley South Board Room, Dunlap, IA. Motion carried 5-0. Ayes: Cogdill, Hansen, Heistand, Malone and Puck I. Booster Club Requests: Motion by Heistand, second by Malone to approve requests for football bags - $310, JH football jerseys - $1,500, Varsity volleyball uniforms - $1,220, drama musical supplies - $2,851.47 and softball bats, hitting net, wiffle balls and base plugs - $1,100. Motion carried 5-0. CLOSED SESSION: Motion was made by Hansen, second by Cogdill to enter into closed session pursuant to Iowa Code 21.5(1) (i) of the open meetings law to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual has requested a closed session at 6:54 p.m. Ayes: Hansen, Cogdill, Heistand, Malone, and Puck RETURN TO OPEN SESSION: At 7:48 p.m. a motion by Heistand, second by Cogdill to return to open session. Ayes: Heistand, Cogdill, Hansen, Malone, and Puck. The Superintendent evaluation continued in open session, Supt. Christiansen feels the three most important topics to focus on are enrollment, academics and culture. These are the main goals he will be concentrating on continuing to grow within the district in the near future. A motion by Heistand, second by Hansen to adjourn the meeting. Motion carried 5-0.
