BOYER VALLEY COMMUNITY SCHOOLS BOARD OF DIRECTORS REGULAR MEETING – JANUARY 18, 2021 6:00 P.M. – BOYER VALLEY SOUTH CALL TO ORDER: President Elizabeth Heistand called the regular meeting of the Boyer Valley Board of Education to order at 6:00 p.m. Members answering roll call were Elizabeth Heistand, Ken Dunham, JoEtt Cogdill and Steve Puck. Directors Ueding and Malone attended via Zoom. Director Klein was absent. Also present were Superintendent Kurt Brosamle, Principal Mike Weber and Secretary Sharon Lee. Visitors: List on file at the Business Office. President Heistand declared a quorum present. Secretary Lee read the mission statement. APPROVAL OF AGENDA / MINUTES OF MEETING: Motion by Cogdill, second by Puck to approve the agenda as published with the addition of Discussion Item: COVID/Quarantine Guidelines, Action Item: Mask Requirements and the minutes from previous meetings. Motion carried 6-0. PRINCIPALS’ REPORT: Mr. Weber’s report consisted of: Professional Development Day teachers worked on Schoology, Personalized PD, MTSS/STAT meetings, Family Connections presentation and Guidance Counselors from Woodbine and BV met. Proceeds from the King Grant and Heller Memorial, three AEDs were purchased and walkie-talkies to use on the playground. The Elementary is beginning the winter FAST assessments, online registration for next year’s preschool classes, Smartboard training was held on January 14th and the celebration of the 100th day will be Friday, January 29. SUPERINTENDENT/PRINCIPAL REPORT: Mr. Brosamle reported on the following: Semester tests were done before the Holiday break; Professional Development Day, teachers attended Family Connections presentation, PLC meetings, and worked in rooms. Second semester is off to a good start until the recent COVID outbreak. Fire Marshal was at both buildings before the Holiday Break and noted some minor problems. Students will be taking the ISAPS in March. Mr. Brosamle also talked about the middle/high school going virtual for 2 days this week because of some students testing positive for COVID and several students quarantined. Feedback from teachers was it was easier to teach the entire class virtual than just a couple of students. Mr. Brosamle will file an application with the State if the District will need to continue virtual teaching past the two days. DISCUSSION: Board Policy 409.2E1 and 409.2E2: Mr. Brosamle reported that the two policies deal with COVID Leave and Pay that expired on December 31, 2020. When Governor Reynolds made that Proclamation it was stated that it was only valid through December 31, 2020 and she has not extended her Proclamation. Each school district can make their decision whether to rescind or extend the date. STEM CENTER: Mr. Brosamle informed the Board that five classes have started at the Woodbine STEM Center. Boyer Valley has one student enrolled in IT classes. Welding is the only class offered as College credit at this time. KPE: Chad and Shane from KPE, displayed designs for additions and renovations for both buildings and a time frame that the district should follow for the project. COVID/Quarantine: Brad Brake, Harrison County Public Health, via Zoom answered many questions that the Board had concerning the days of quarantine for people that tested positive/negative or was just in contact with the virus. He informed the Board that the PRC test was more accurate than the Rapid Testing. CONSENT AGENDA: Bills and Claims Financial Reports Motion by Puck, second by Dunham to approve the consent agenda as published. Motion carried 6-0. APPROVE PERSONNEL: Motion by Puck, second by Cogdill to approve resignation for Riley Kafton as Campus Care Associate and Sharon Lee, Business Manager/Board Secretary retiring as of June 30, 2021. Motion carried 6-0. A motion was made by Dunham, second by Puck to approve a contract to Shayla Ritterbush, Campus Care Associate. Motion carried 6-0. Motion by Dunham, second by Puck to approve a contract to Jackie Thomson, Middle School Science Teacher for Second Semester, BA+30 Step 2. Motion carried 6-0. BOARD POLICY 409.2E1 and 409.2E2: After a brief discussion, motion by Cogdill, second by Puck approved to extend 409.2E1 and 409.2 E2 to February 28, 2021. Motion carried 5-1 Ayes: Ueding, Malone, Cogdill, Puck and Heistand. Nay: Dunham. BVEA INITIAL PROPOSAL: Ben Schauer presented the initial proposal for the 2021-23 School Years. Proposal based on 190-day contract; $600 to base for 2021-22 and $600 to base for 22-23; all employees are aged (vertically) and (horizontally) on the salary scale for the duration of the contract; reinstate career increment pay to all employees who are on the end of the steps for BA+15, BA+30, MA and MA+15; increase career increment amounts would be equal to 10% of step 0 of each salary scale lane and the agreement effective on July 1, 2021 and continue until June 30, 2023. BV BOARDS INITIAL PROPOSAL TO BVEA: Proposal to the BVEA for the 2021-22 master contract: increase that is equal to the CPI of February 2021 that will include aging of the salary schedule. Currently that CPI is 1.10%. All current language remains the same. KPE CONTRACT: After a brief discussion, a motion by Puck, second by Dunham to approve the contract for KPE to proceed with the building plans. Motion carried 6-0. MASK REQUIREMENTS: After a brief discussion, motion was made by Ueding, second by Malone to require all students to wear masks when they can’t social distance six feet through February 2021. Motion carried 5-1. Ayes: Malone, Puck, Ueding, Heistand and Cogdill. Nay: Dunham DISCUSSION: 2021-2022 Calendar: Mr. Brosamle has scheduled a meeting with Woodbine for Monday, January 25th to discuss a common calendar for next school year. Each district will have 3 teachers, AD and Administration present. CTE COURSES: Mr. Brosamle reported that five courses are currently in session at the STEM Center for this semester. Boyer Valley has one student attending the Introduction of Informational Technology Course that meets Tuesday/Thursday 7:30-9:30. The AG Foundation met over the Holidays discussing the STEM Center. The Ag Foundation will continue to support the Boyer Valley Ag Program as that has always been their mission. A motion was made by Cogdill, second by Puck to adjourn the meeting. Motion carried 6-0.
